Water and Sewer
The water and sewer systems are operated by the City. Great care is taken to maintain these systems so that they are in optimal condition.
Utility Rates The City Council recently passed a new utility rate structure starting in 2007. The new structure is based more on consumption and less on minimum charges and flat fees. Highlights include a 3-tiered structure for water consumption, winter averaging for residential sewer bills, and the discontinuation of the reduced sewer and water rates. Quarterly Utility Bills Utility bills are sent to residential and commercial properties on a quarterly basis. Bills are mailed in January, April, July, and October.
Customers are given 30 days to pay their utility bills. Payments may be sent by U.S. mail or dropped off at City Hall. Payment can be made at anytime, day or night, by using the drop box located on the driveway on the north side of City Hall.
Utility Direct Payment Plan and Authorization Pay your utility bills on time, every time, by signing up for automatic bill pay. The system, which automatically debits funds from your checking or savings account, is fast, free, and easy. Simply download, print, complete and return the authorization form. Include a voided check (for checking accounts) or a deposit slip (for savings accounts). Any questions regarding this service should be directed to the Utility Department at 651.204.6021.
Are You Moving into the City? If you will soon be calling Vadnais Heights “home”, please contact City Hall two weeks prior to the move. This will ensure that a change will be made regarding the person responsible for paying a utility bill.
When calling, you will need to tell us the date you’re moving into your new home; the name that will be on the account; and the property address. Please call 651.204.6000 or email dsweet with this information.
Are You Moving Out of the City? If you’re moving out of your home, it’s important that you let the City know at least two weeks before you move. Please contact lmaki or call 651.204.6000 to schedule a final utility bill.
Trash Service Vadnais Heights is divided into three zones for trash service and recycling services. Each zone has a hauler/recycler assigned to handle the pick-ups and billings. The use of zones helps to minimize the wear and tear on streets and provides for better coordination of this service.
The hauler/recyclers are BFI, Waste Management (WM), and Red Arrow. If you have questions on services or billings, please contact your hauler directly.

Refuse and recycling are picked up every Wednesday, except for holidays. If your collection day falls on or after certain holidays, your service will be one day late that week.
Containers at Curb Containers are to be curbside by 7 am on the day of pick-up, regardless of the weather. Refuse and recycling will be picked up by 7 pm on that day. Please do not place containers at the curb before Wednesday. Containers need to be removed prior to 10 pm on the day of pick-up.
Extra Trash If you have extra trash, simply place additional bags next to the container. The haulers will include a charge for the extra items on the next invoice. For appliances, please check with the hauler before placing these items at the curb.
If your bill is paid by an association, you must use pre-paid stickers. The stickers may be purchased at City Hall for $1.50 per bag.
Christmas Tree Recycling Christmas trees will be picked up by your hauler at no additional charge on the first and second Wednesday following New Year’s Day. On other than the designated dates, a charge will apply for this service.
Clean-Up Day Clean out those garages, basements, and yards as part of the community clean-up days. The clean-up day is the fourth Saturday in April. Hours are from 8 am to 2 pm. The event is held at Community Park which is located on County Road F next to the North Fire Station.
The clean-up day service is available to residents. Please be prepared to show proof of residency and to help unload your vehicle. Items should be separated before arriving at the collection site.
Accepted items for disposal include rubbish, tires, major appliances, furniture, carpeting, large ferrous metals, construction materials, electronics, computer, and household hazardous waste. A charge for disposal of these items will be determined when you arrive. Accepted recyclables include newspapers, magazines, paper, boxboard, glass, cardboard, aluminum, and plastics #1 and #2. There is no charge for recycling.
Brush and compost materials are not accepted as part of the clean-up days. Please visit the County’s brush drop off/compost site to dispose of these items. There is no charge for disposal at the County facility. Click here for information on this service.

To recycle, all you need to do is separate your recyclables into two categories.

Brush Drop Off/Compost Site
Ramsey County offers disposal for leaves, grass, and soft-bodied plants. Brush and tree parts are accepted too. There is no charge for disposal.
