Budget The City begins planning its budget in March for the following fiscal year. The City’s fiscal year runs from January 1 to December 31. The budget is based upon strategic planning in which the City Council and others are involved.
By Minnesota law, the City Council must adopt the preliminary tax levy at its first regular meeting in September of each year. The City’s final levy is adopted in December.

Bond Rating Upgraded Moody’s Investors Service recently upgraded the City of Vadnais Heights’ bond rating to Aa3. Moody’s is one of the leading governmental financial rating services in the United States. According to Moody’s, the City earned the new rating because of its “strong financial management, healthy reserves, growing tax base and economy, and below average debt.” The improved bond rating results in lower interest costs when money is borrowed.
Annual Reports Finance staff oversees preparation of the City’s comprehensive annual financial report. The annual report provides detailed information about the City’s financial activities and resources. The annual report has been audited by an independent, certified public accounting firm.
