Use the online absentee ballot request or submit your completed paper absentee ballot application in person, by mail, email or fax it to Ramsey County.
If you would like to automatically receive an application for an absentee ballot before each election, you may complete an application to automatically receive absentee ballot applications (PDF).
If you apply within 46 days of the election, your ballot will be mailed to you within one business day of your application being received.
Return by Mail
Mail your ballot back in the pre-paid, pre-addressed envelope that was provided with your ballot materials.
Ballot must be received on or before Election Day. If you don't think your ballot will be received in time using regular mail, you may choose to pay for an express delivery service. Ballots can be received from an express delivery service until 8 p.m. on Election Day.
Return in Person
You or someone else may return your ballot in person to Ramsey County Elections or to the Vadnais Heights City Hall by 3 p.m. on Election Day. Please note: Persons delivering ballots may do so for only three voters in each election.
For the November 6 General Election, they will administer in-person absentee voting at both the Plato Building and at the Public Works Building in Arden Hills (1425 Paul Kirkwold Drive) from September 21 through October 29. All Ramsey County voters will be able to vote by absentee ballot at these locations.
Prior to the General Election on November 6, you can vote absentee in person. Beginning September 21, any Ramsey County voter can visit the Ramsey County office at 90 Plato Blvd. W to vote in person. Visit for in-person absentee hours. To save time, you may complete your application now and bring it when you visit.
